Putting Money Down: Following BRAC 2005, Gov. Bill Richardson of New Mexico has made good on a pledge to provide money to ensure the Air Force can improve and expand operations at Cannon Air Force Base—and keep the new western base for special operations off any potential future base closure lists. In a June 24 release, noting the state’s $5 million investment, Richardson said, “We are fulfilling a promise I made to modernize Cannon Air Force Base and increase its military value to the Air Force.” The money is to go toward transfer of state land to the Air Force to expand the Melrose Bombing and Gunnery Range, which was one of the prime features that attracted Air Force Special Operations Command to select Cannon for its western base. New Mexico Finance Secretary Katherine Miller signed a memo of understanding with Air Force installations chief William Anderson this week. The land has yet to be identified, according to the release, but Miller said state offices would "work diligently" to identify "potential land that meets Air Force requirements." Base officials planned to begin using the existing range for AC-130 gunship training earlier this year. In addition to the AC-130, AFSOC plans to place the new CV-22 and a proposed light gunship, in addition to other SOF aircraft with the 27th Special Operations Wing at Cannon. SBIR/STTR Phase I Proposal Writing Workshop

Small businesses receive more than $2 billion in federal grants and contracts each year through the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs. The Phase I Proposal Writing Workshop being offered by Arkansas Small Business and Technology Development Center can help research-based businesses move from SBIR/STTR applicants to awardees.

This interactive, eight-hour workshop is for early-stage, first-time or unsuccessful writers of SBIR Phase I proposals. Instructor Sharon Ballard will focus on two areas key to winning SBIR funding: the work plan and the commercialization plan. Participants will receive guidance in researching government organizations, topics and financial and administrative requirements and will explore some specific steps to attract commercialization partners, even at the Phase I stage of the SBIR Program.

Participants will walk away with the essential elements of their Phase I proposals outlined and with a stronger understanding of next steps to take in developing their SBIR/STTR proposals.

The abstract deadline for the 2010 AIAA Guidance, Navigation, and Control Conference (GNC) and co-located conferences is 27 January. New Mexico Small Business Assistance (NMSBA) Program Call for Pre-proposals 2011 Leveraged Projects

The New Mexico Small Business Assistance (NMSBA) Program is accepting pre-proposals for CY 2011 leveraged projects.  NMSBA allows for-profit, NM small businesses to request technical assistance that utilizes the unique expertise and capabilities of Los Alamos and Sandia national laboratories.  Technical assistance is provided at no cost to the businesses in the form of laboratory staff time and incidental materials.  Qualifying New Mexico small businesses are eligible to receive laboratory technical assistance equivalent to $10K (Bernalillo Co.) and $20K (outside Bernalillo Co.) annually.  The program does not provide cash or equipment to small businesses, nor does it provide assistance that is available in New Mexico at reasonable cost through the private sector.  Non-profits and governmental entities are not eligible for NMSBA assistance.

NMSBA leveraged projects allow two or more small businesses that share technical challenges to request assistance collectively for a project funded at a higher level than can be accomplished within the cost limit for a single company.  Leveraged projects must be completed within one year and funding will not exceed $100K per laboratory.  The funding is exempt from normal laboratory burdens; labor charges are based on the standard labor rate of the laboratory staff working on the project.

A limited number of pre-proposals will be selected to submit a full proposal that will expand upon the information provided in the pre-proposal.  Pre-proposals will be evaluated against the following criteria and program objectives:

·         potential economic impact for the small businesses;

·         availability of the requested assistance through the private sector;

·         diversification of the business types or geographic locations served by NMSBA;

·         diversification of the laboratory capabilities/staff that the program utilizes.

The full proposal will be due on September 24, 2010 and will be evaluated by the NMSBA Advisory Council and staff.  Funding notifications for full proposals will be made in early November.

2.      Name, address, county, and contact information for the New Mexico small businesses requesting the assistance (indicate which company will serve as the point of contact for the pre-proposal), and the industry type that best describes each company requesting the assistance (choose from the following):

(2) Professional, Scientific, and Technical Services

(3) Agriculture and Natural Resources

(4) Retail & Wholesale

(5) Media & Hospitality

(6) Oil & Gas, Utilities and Mining

(7) Educational and Health Services

3.      Name and contact information for the member of laboratory technical staff who will lead the project;
4.      A description of:

        *        the problem faced by the small businesses (250 word limit);
        *       how this project will address the problem (250 word limit);
        *       the unique laboratory capability utilized that is not available in the private sector at reasonable cost (100 word limit);
        *       the expected economic impact of the project on the participating small businesses. (250 word limit);

Examples of economic impact: job creation or retention, increasing revenue, decreasing operating costs, investment in NM goods and services, etc.

ABSTRACT:

BIO:

Mr. Sciabica, a member of the Senior Executive Service (SES), is the Executive Director, AFRL, WPAFB. He is the principal assistant to the commander and senior civilian executive responsible for managing the Air Force's $2 billion science and technology program; additional customer funded research and development of $1.7 billion; and a workforce of approximately 9,500 people in the laboratory's component technology directorates and the AF Office of Scientific Research.

Mr. Sciabica began his career with the Air Force in 1982 at the AF Rocket Propulsion Laboratory, Edwards AFB, Calif., developing technologies for small intercontinental ballistic missiles and in-space structures dynamics and control. He has served in a variety of engineering and senior technical management positions within the AF laboratory system, leading the development and transition of advanced rocket, space and sensor technologies to air, space and missile systems. Prior to his current assignment, he served as the AFRL Sensors Director, specializing in the science and technology needed for superior U.S. air, space and cyberspace systems for reconnaissance, surveillance, precision engagement and electronic warfare. A graduate of the Defense Systems Management College and National War College.
